The position also includes the reputation and media relations responsibilities previously handled by director of external relations Richard Wray before he left for Rolls-Royce last September.
PRWeek UK revealed in December that the company's new CEO, Jeroen Hoencamp, scrapped the role of comms director, resulting in the departure of Christian Cull.
Toyne-Sewell was corporate affairs director for security company G4S in the UK and Ireland between 2008 and October 2013, including its nadir at the London 2012 Olympic Games. He left as part of a merger of the UK and group communications teams.
Before this, he held a similar role for ArmorGroup International, which provided specialist security services in countries including Iraq and Afghanistan.
Toyne-Sewell said he was "pleased" to be joining at an "exciting time" for the company, which is looking to bring 4G coverage to 98% of the UK by 2015.
He reports to Vodafone UK corporate and external affairs director Helen Lamprell.
