Toyne-Sewell was corporate affairs director for controversial security giant G4S in the UK and Ireland between 2008 and October 2013, including its nadir at the London 2012 Olympic Games. He left as part of a merger of the UK and group comms teams.
Before this, he held a similar role for ArmorGroup International, which provided specialist security services in places including Iraq and Afghanistan.
Toyne-Sewell said he was "pleased" to be joining at an "exciting time" for the company, which is looking to bring 4G coverage to 98 per cent of the UK by 2015.
He reports to Vodafone UK’s corporate & external affairs director, Helen Lamprell.
