The Centre City Development Corporation (CCDC), a nonprofit that promotes downtown development in San Diego, is under fire for hiring California Strategies to promote building a new City Hall when it was supposed to offer an impartial analysis, according to The San Diego Union-Tribune.

CCDC officials told the newspaper that the consultants were hired to conduct community outreach, not advocate the project. Some of the work in 2008 was subcontracted to Porter Novelli.

The contract is worth $235,000 and critics questioned costs billed by the firms, including $358 for a hotel stay and $350 to attend a meeting.
