The National Journal plans to launch a social networking site in September for the staffers who work on Capital Hill.

At the site, called 3121, users can create profiles, access communications tools, and set up customized news. Advocacy groups, lobbyists, and corporations who want to reach this target demographic - users must have a senate.gov or house.gov address to register - can purchase advertising for the site, which is still in beta.
