The investigation is specifically looking at whether the health insurer violated marketing rules with the letters and with an online program that automatically drafts letters to be sent to policymakers. The insurance industry, its trade group, and some Republicans are calling the investigation "political interference."
The investigation came at the request of Senator Max Baucus, the Senate Finance Committee chairman.
Humana has said it stopped the mailer and is cooperating with the investigation.
