WASHINGTON: Porter Novelli is folding its three public affairs units into a single office, Porter-Novelli Public Affairs (PNPA).

Heading up the combined practice is partner and EVP Donna Lucas, based out of PN's Sacramento office.

Lucas explained PN's decision to base its public affairs group in California rather than Washington, DC as a way to focus on issues at the state level.

In 1999, PN acquired the Nelson Communications Group (NCG), now known as Porter Novelli California, and Goddard Claussen PN (GCPN). The two groups have remained functionally independent until now, with GCPN specializing in issues management and ballot referenda, while NCG focused on legislative campaigns.

Together with Porter Novelli Washington, the three groups were responsible for $23 million of revenue in 2001, or about 15% of PN's total revenue.
