LOS ANGELES: In a new development in the controversy regarding Fleishman-Hillard's PR account for the Los Angeles Department of Water and Power (DWP), the city controller on April 1 launched an audit of the agency's contract.

Valued at $3 million a year, the account has been the subject of intense scrutiny as the DWP seeks an 18% increase in water rates. City contracts in general have been the focus of multiple investigations into a "pay to play" atmosphere.
