CHINA and NORWAY: Text 100 has opened offices in Guangzhou, China, and Oslo, Norway. The Guangzhou office, which will work with clients including IBM and Logitech, is Text 100's third in China. The Oslo office will work with such clients as IBM and Siebel Systems.

WASHINGTON: Public affairs firm Weber Merritt Strategies has added Christy Moran as a communications strategist. Moran was most recently communications head for NFL Players, the for-profit side of the NFL Players Association.

NEW YORK: Stanton Crenshaw Communications has been chosen to handle a campaign for ThermoEnergy, an integrated technologies company that provides cost-effective and environmentally responsible solutions for clean air and water-process systems. The firm will implement a PR program to raise awareness of ThermoEnergy's proprietary air emissions and wastewater treatment processes.

HARTFORD, CT: United Technologies has appointed Nancy Lintner VP of communications. She joins the corporate office from its Carrier business, where she has served as VP, communications, since 2003.

LAS VEGAS: Sprint has named Brown & Partners Advertising, Public Relations, and Public Affairs as its local PR firm. Brown & Partners, a wholly owned subsidiary of Las Vegas-based R&R Partners, is a full-service advertising, PR, and public affairs agency.

NEW YORK: Weber Shandwick has formed a national education practice designed to provide education organizations, including colleges, universities, schools, and associations, PR expertise across a range of disciplines.

MADISON, WI: Judi Wax, former SVP and deputy GM at Edelman in Chicago, has started her own PR consulting firm, Judi Wax Public Relations. Wax most recently served as VP/director of PR at Lindsay, Stone & Briggs, a brand development firm.

MEXICO CITY: InfoSol has been named AOR by Iron Mountain, a partner for outsourced records and information management services for more than 200,000 customer accounts throughout the US, Canada, Europe, and Latin America. InfoSol will help promote the company's brand positioning and visibility.

RAMSEY, NJ: Liberty Travel has appointed Alicia Agugliaro to director of communications, a new post. Agugliaro will develop and execute all internal and external communications programs in support of Liberty Travel's retail operations. She was formerly with RCI, a subsidiary of Cendant Corp.

MINNEAPOLIS: Padilla Speer Beardsley, an independent consulting firm, has been chosen by Incisive Surgical to plan and implement an extensive media relations program and to provide general PR counsel.

NEW YORK: Patty McDonough Kennedy, an international communications specialist, was named a VP in APCO Worldwide's New York office. Before joining APCO, Kennedy founded and managed PMK Consulting, a New York-based consultancy specializing in strategic communication, CSR, and media relations.
