CHICAGO: Hill & Knowlton has a new head of its Washington office, Kelli Parsons, previously director of the DC corporate practice.

Parsons is the office's 6th GM in five years.

Gene Reineke, COO of H&K USA, has overseen the DC office for the past two years. He will now return as head of the Chicago office, which he ran until April 2003.

Steve Singerman led the office in Reineke's absence. Singerman will remain as head of the US marketing communications practice.

Holding the Washington post prior to Reineke were Paul Clark, interim GM from February-April 2003; Alisa Fogelman-Beyer, who served from July 2002 until February 2003; former CEO Tom Hoog from 2001-2003; and Victoria "Torie" Clarke, who became undersecretary of public affairs at the Pentagon in early 2001.

Reineke returns to a Chicago office that lost three top staffers to Financial Dynamics in March, including Harlan Teller, former president of the global corporate practice.
