WASHINGTON, DC: Bill Schulz is leaving his position as director of

public affairs at the US Department of Transportation to become VP for

corporate communications at Amtrak. His responsibilities will include

directing PR for the railroad’s new high-speed service between Boston

and Washington and promoting its business-to-business express package

delivery service.





NEW YORK: Business Wire has promoted EVP Cathy Baron Tamraz to the newly

established position of COO. Tamraz, who will continue to be based in

New York, will oversee the company’s day-to-day operations and global

branding programs. She will also serve as a member of BW’s executive

committee and as one of the managing directors of the recently launched

LANSING, MI: Gary Naeyaert, a spokesman for the Michigan Department of

Transportation, has resigned to become director of government and PR for

the Michigan Road Builders Association, a trade and lobbying

organization.

SANTA CLARA, CA: National Semiconductor has promoted Hermann Stehlik to

VP of corporate marketing and communications. Formerly director of

marketing communications for National Semiconductor in Europe, Stehlik

replaces Steve Tobak, who left the company in September.

SAN FRANCISCO: Hill & Knowlton has hired Carla De Luca as MD in its San

Francisco office, David Phelps as MD in the Los Angeles advanced

technology practice and Bodine Williams as MD in the New York media

relations practice.



De Luca was previously a CNN producer. Phelps arrives at the firm from

the Software and Information Industry Association, while Williams has

worked as a journalist and at Burson-Marsteller.





NEW YORK: Edelman Public Relations Worldwide has named William McBride

EVP of its financial communications group. He will report to Hollis

Rafkin-Sax, GM of Edelman Financial.
