According to corporate communications director Tracy Shilobrit, the

decision to seek outside PR help was spurred by Manpower CEO Jeffrey

Joerres.

’He’s a strong believer in PR,’ she said.

Joerres moved up from SVP to CEO/president of Manpower last April. Since

then, he’s been faced with the difficult task of trying to right the

company financially after it ran into problems in several key

markets.

His strategies seem to be working: Manpower’s stock is up more than 65%

over the past year, and the company recently announced a 16% increase in

fourth-quarter earnings, to dollars 48.8 million.

Manpower didn’t put out a formal RFP for its PR business. Rather,

Joerres and top execs spoke with Edelman and with Fleishman-Hillard

before making their decision. Shilobrit called Edelman the ’best fit

with our culture and needs.’

Manpower boasts a five-person PR staff at its midwest headquarters and

roughly 50 PR people worldwide. While France, the US and Britain are the

company’s biggest markets, Shilobrit expects to use PR to establish the

brand in other regions.
