Freshly departed from active duty, Hawkins most recently served as

director of public and congressional affairs for the US Army Reserve,

where he represented the unit on committees charged with authorizing and

appropriating funds. An attorney with a master’s degree in public

policy, he was also a national security fellow at Harvard’s John F.

Kennedy School of Government and helped manage PR for the Reserves

during the Bosnian conflict.

Hawkins and C&W/DC CEO Terry Wade said that the firm has been missing

out on opportunities to work with trade associations and on projects

relating to international affairs and trade.’He provides access to

clients we may not have had otherwise,’ Wade explained. Both Hawkins and

Wade indicated a desire to have C&W more aggressively pursue a greater

presence in the lucrative DC market.

During his Reserves tenure, Hawkins and an associate implemented the

grass-roots ’

Army Reserve Ambassador’ program, through which citizens with local

influence talk up the merits of the Reserves.
