This is the fifth outpost in Asia-Pacific for the Silicon Valley-based independent, which launched operations in Singapore in 1996 and has since launched branches in Hong Kong, Tokyo and Beijing.

CEO Lou Hoffman is also considering opening in Malaysia, Taiwan and India, but Korea emerged as the best site for immediate expansion because of economic reforms triggering 'dramatic growth' in the country's hi-tech markets, according to Hoffman.

The number of cell phone users in Korea has risen to 27 million - more than the number using traditional phones.

'Start-up ventures in the tech sector are now thriving in Korea to capitalize on this new economy climate,' said Sue Kim, who has relocated from San Jose to head up Hoffman's operations in Seoul. Prior to Hoffman, Kim was an account manager at InComm, one of Korea's leading IT PR agencies.

The Seoul office will open with three existing regional accounts: Virtual Ink, Virata and Tessera.

Hoffman is looking beyond Asia-Pacific for overseas expansion. A new UK office is slated to open within the next year.
