The amount earmarked for PR is not yet clear, although a considerable proportion is for advertising. Lynda Valentine, chief of institutional advertising, said details of the offering were posted on the Commerce Business Daily Web site last week to meet a December 13 deadline for proposals. Advertising firms are being encouraged to partner with small businesses. The PR component is listed as a requirement for small, disadvantaged, minority and women-owned firms.

The PR agency will be asked to develop and execute a promotional and sponsorship program.
