According to Publicis Group chairman and CEO Maurice Levy, the France-based firm is planning to establish Publicis Consultants as a major name in high-end public relations in both the US and the UK in 2001.

The firm was founded in 1993 in Paris, but Levy wants to see it become a force across the Atlantic.

Publicis Consultants spokesman Seth Goldschlager said: 'The idea is to open selectively in key world marketplaces.'

Goldschlager said Publicis has already taken the first step towards establishing the strategic consultancy when it acquired crisis firm Winner & Associates in March.

Winner retained its own name, but refers to itself as a Publicis Consultants company.

Winner has offices in Los Angeles and Washington, DC and handled the explosion of the Challenger space shuttle at Cape Canaveral in 1986. Revenues are estimated at around dollars 7 million for 1999.

In France, Publicis Consultants acts as a management consultancy offering advice in the area of government relations and public affairs. Clients include Nestle and L'Oreal.

Publicis has been busy bulking up its PR war chest in recent months.

In November, integrated marketing firm Publicis Dialog acquired consumer technology specialist Geltzer & Company.

That followed hot on the heels of Publicis Group's purchase of Nelson Communications, a health marketing agency.

Publicis is the fifth biggest communications holding company in the world, following its acquisition of Saatchi & Saatchi which completed in September.
