Petaluma, CA-based EnergyCheckup issued an RFP February 5 and set a February 14 deadline for responses. The project is worth up to dollars 400,000 for 2001, but EnergyCheckup consultant Thomas Conlon expects that figure to increase in subsequent years.

Energy Star is an EPA-trademarked program that encourages the use of power-saving appliances and the construction of energy-efficient homes.

EnergyCheckup is a division of LandAmerica Financial Group, a large home appraisal, inspection and title insurance company. It specializes in implementing Energy Star programs for various utilities, including TXU. Conlon said TXU is letting his company run the project separately from the utility's other activities - a measure he hopes will allow PR and ad firms serving other power companies to bid on the contract without a conflict of interest.

The RFP doesn't specify a budgetary division between PR and ad costs and puts particular emphasis on media relations. 'Public relations is expected to be especially helpful in reaching out to homebuyers in an attention-getting and cost-effective manner,' the RFP states.

EnergyCheckup wants to increase awareness of Energy Star from 16% of potential homebuyers to at least 60% in D/FW; boost awareness among real estate professionals to 80% and secure builder commitments for 5,000 Energy Star homes, all by the end of June.
