Edward Howard beat out Fleishman-Hillard, Liggett-Stashower PR and Wyse Landau PR for the business.

Sharon Lamcha, director of communications for the association, wouldn't confirm fees, though it has been speculated that the account will start off in the six-figure range, increasing to seven figures in time.

However, Lamcha said the association wouldn't spend seven figures with an agency of record. The only way spending would reach that level will be if the association decides to work with other local groups to fund a major image campaign for the Cleveland area, she explained.

Edward Howard is putting together a communications plan in conjunction with a new strategic plan the association is formulating.

The agency won because 'they seemed to have the depth and breathe we need,' said Lamcha, adding that a government affairs presence in Columbus, the state's capital, was of particular appeal.
