Public affairs VP Ken Capps strongly encouraged bids from women- and minority-owned firms. Agency president Cathy Ackermann said her staff will team with Market Graphics and Curtis Business Solutions, both Dallas-area firms, which will handle Hispanic and African-American outreach, respectively.
