The tech and start-up focused agency said the German capital was a hot bed of tech start-ups with an active VC community providing plenty of potential business opportunities.
Fryatt, a former editor at VentureVillage and Stuff.tv, will lead the new office as MD.
Commenting on the launch Fryatt said: "Berlin's a great place to be right now. While the benefits of London and New York might be obvious, Berlin offers a unique environment of creativity and collaboration.
"For me, one of the most rewarding parts of VentureVillage was meeting these start-ups at the beginning of their journey. I know that by joining Clarity I'll be able to work even more closely with some of the most awesome people and brands in Europe."
The agency also pointed to the appetite of Berlin-based start-ups for senior PR experts, currently lacking in the region according to its research.
Former Channel 4 news technology correspondent Benjamin Cohen joined the agency as London-based executive director in May, strengthening its senior ranks.
Clarity PR CEO Sami McCabe added: "There's a massive surge of excitement in Berlin. We're seeing lots of great young companies from all over Europe setting up here, and we think we can offer the support they need to grow their brands in the smartest way possible."
The new venture launches with a number of yet to be announced clients and follows hot on the heels of Clarity PR's New York office, which opened earlier this year.
