The Marketing Services Framework Agreement, which is renewed every four years, calls on agencies in the fields of marketing comms, PR, digital, research, design, direct marketing and events management to tender for inclusion in the new framework.

The brief states that agencies will be available for use by Scottish ministers, non-departmental public bodies, the parliamentary corporate body, fire and rescue bodies, health boards and others.

The tender is being led by Scottish ministers acting through the Central Government Centre of Procurement Expertise. The estimated total value of the framework is £80-£100m.

The framework will be in place for four years, and a maximum of 62 agencies are envisaged to be included on the list.

In addition to this, the Scottish government has issued a separate brief for a ‘fully managed’ framework with up to three suppliers, worth between £15m and £20m.

The ‘fully managed’ brief will be used to outsource work that is usually conducted by marketing services departments, as required.
