Ludgate Communications has taken on Richard Elsen, deputy leader of

Labour’s rapid rebuttal unit during the election, as its deputy head of

public affairs.

He will report to Stephen Lock, Ludgate’s managing director of public

affairs. The two met at Labour’s election headquarters at Millbank,

where Lock was a volunteer during the election.

Elsen joined the rapid rebuttal unit in September 1996. He has worked on

media and campaigning within the party since 1993. Previously he was a

press officer for British Rail in the Midlands.

’Some have viewed my move from Labour to Ludgate as something of a

gamekeeper-turned-poacher situation, but I see it as an opportunity to

build on the business-friendly approach adopted by the new government,’

said Elsen.

Ludgate has won four contracts since the beginning of May this year,

worth a total of pounds 150,000 in fees.

New accounts include French local government services group SITA and

media services group OR Media, a US investment bank. Ludgate’s most

recent win, the Investment Life Assurance Group, was announced on

Monday.
