The Observer has appointed an editor for its Scottish edition. The Sunday paper has recruited Stuart Millar from the Guardian, where he has been a home reporter since 1996, to fill the post. Millar replaces Dean Nelson, who was poached in November by the Scotsman to be its political editor.
