Tony Blair’s former spokesman Godric Smith, now director of comms for the Olympic Delivery Authority, was also one of the highest named comms earners, with a salary of £192,000.
Matt Tee, permanent secretary for Government comms, earns between £160,000 and £165,000 a year, according to the review.
The number of communications workers among the list of over 38,000 people is likely to be far higher, with many sectors and organisations withholding specific details.
The extensive review of top public sector pay was carried out for Panorama in collaboration with the Bureau of Investigative Journalism.
David Holdstock, chair of LGcomms, commented: ‘Unfortunately the public sector seems to be losing the debate about top-end salaries and public sector communicators need to accept some of the blame for that.
‘We need to up our game to communicate to the public the huge range of services and responsibilities senior staff are held accountable for and exactly why we need to pay the best salaries to retain the best staff.’
Holdstock added: ‘We also have a job to do in the wider context to move away from the image of the public sector gravy train and get across the message that most people in public service do not earn six-figure salaries and deliver important local services.’
