Edinburgh council has promoted its PR chief to report directly to the chief executive after an independent audit found it was not communicating its priorities to staff.

the chief executive after an independent audit found it was not

communicating its priorities to staff.



PS Communications Consultants was hired in August to conduct a full

communications audit. It was completed last month, and the council is

preparing to implement many of its 65 recommendations.



The report recommended that communications head Isabell Reid should have

direct access to chief executive Tom Aitchison, rather than reporting to

the corporate relations director, and that she should attend management

team meetings. The report’s author, PS director Ian Coldwell, said: ’The

head of communications was two stages removed from the top. This line of

communication needed to be shorter.’



PS ran focus groups among the public, council staff and the voluntary

sector, and interviewed communications staff and local journalists.



The council’s internal communications system is widely considered

inadequate, the report says. Staff were concerned that they did not know

what was happening in other council departments.
