d’Education pour la Sante is seeking a PR agency to promote its pending

anti-smoking campaign.



The appointed agency will work alongside an advertising firm on a

combined communications budget worth pounds 600,000, of which one-third

will go on below-the-line activities.



The brief involves convincing the 35 per cent of France’s population

that smokes to give up, targeting women and young people in

particular.



Anne Ramon, who heads the authority’s communication service, said she

was seeking an agency which could formulate potential partnerships with

health organisations, the media or pharmaceutical companies for the

campaign.



French communications firm Publicis Etoile currently holds the

brief.



Publicis is expected to repitch for the new contract, which runs for an

initial period of a year and is renewable for an extra year.



The authority, which has issued a tender for the brief, will make its

decision by January and the anti-smoking drive is expected to launch

next spring. Ramon said that she expected advertising and PR agencies to

pitch in teams but did not rule out appointing advertising and PR

agencies from separate pitch partnerships if necessary.
